The only wind conditions you need to worry about are HURRICANES & TORNADOS! Fill the base with water (45lbs) or sand (90lbs) for ballast. The sign frame is attached to the base with heavy-duty coil springs that "give" with the wind and then return to the original upright position! This baby ain't blowin' AWAY! If you do want to move it, it's got wheels...Just tilt & go with this built in handcart! It's even got a molded in tie-down hole to prevent theft.
